non ajax tab module with auto-rotation

1. before JS is enabled, the content will display all tab contents in sequence with cotnent title.
2. Once JS is inabled, the content will shrink to display content of current tab.
3. when first loads it auto rotates between tab contents and once the user clicks, the rotation stopps.
